Can clients see this report?

No, this report is only visible to staff with the proper permissions. Clients can only see their own cancelation request status through their account.

I processed a cancelation, but the status still shows OPEN. Why?

Make sure you actually canceled the plan in the client's profile, not just in the report. The status updates automatically only when the plan is canceled in the system.
